Timeline for Change

Changes to the Liquor Control Act have set the wheels in motion for an array of improvements to Manitoba’s hospitality experience. The MLCC is consulting with the hospitality industry to develop guidelines and ensure smooth implementation.

The changes come into effect in stages:

  • The first set of improvements took effect on June 16, 2011, when legislation changes received royal assent.
  • The second set took effect on July 1, 2011.
  • The third set took effect on November 1, 2011 and beyond.
  • Some initiatives will occur throughout 2012.

Summmer 2011

MLCC invited grocery stores to express their interest in hosting Liquor Mart Express stores

Optional service hours have been expanded for socials, charity fundraisers and weddings


Standardized Sunday hours now in effect


Modernized rules for food-to-liquor ratio


Outdoor advertising now allowed for licensee promotions

Tougher fines for disorderly conduct now in effect
 

Bar owners now responsible for disorderly conduct outside their premises


Inspectors and police gain authority to close down a premises when public risk is imminent


MLCC gains more authority to address safety concerns in licensed premises

Mandatory Licensing Board hearings for every violation involving underage drinking

Quarterly food-to-liquor reports no longer required to be submitted to MLCC

Fall 2011

The first Liquor Mart Express will open in the Arrivals terminal of the new James A. Richardson International Airport in Winnipeg
